What the audience too small warning actually means

Your targetable audience is the intersection of every setting in the ad set: location, age, gender, language, detailed targeting, custom audiences, and everything you exclude. Each layer multiplies against the others, so three stacked interests, a narrow age band and a small radius can collapse a city of millions into a pool too thin to deliver against. The estimated audience size shown in Ads Manager is a broad estimate, not a delivery guarantee; the delivery system still has to find people inside that pool who are likely to take your optimization event, at your budget, in your placements. When the pool is too thin, you see the warning, and in milder cases the symptom is an ad set that spends slowly, repeats itself to the same people, or never gets cheap. Small audiences also sabotage learning. Meta's own guidance is that an ad set needs about 50 optimization events after its last significant edit before performance stabilizes. A tiny audience makes those events slow and expensive to accumulate, so the ad set can sit in learning indefinitely, and results stay volatile even when it technically delivers.

First, loosen the filters. Remove narrowed interest layers, which require people to match multiple conditions at once, and keep a single list of related interests instead so anyone matching one of them qualifies. Delete exclusions that do not protect real money, and drop language filters in markets where most users understand your ad language anyway. This one step fixes the majority of too-small warnings because stacked conditions are almost always the culprit. Second, widen geography and age. Expand a pin-drop radius, add neighbouring suburbs or states, and stretch the age band beyond your assumed core buyer. Buyers rarely match the persona as tightly as advertisers expect, and in a market the size of Malaysia a tight radius plus a narrow age band leaves very little room. Third, trade a tiny custom audience for a lookalike. If you are retargeting a small customer list or a low-traffic website audience, use it as a source instead of a target. Meta requires at least 100 people from a single country in the source audience, and lookalikes can be built from 1% of a country's population up to 20%, so you can start similar and widen. Fourth, if you are still constrained, go broad.
